Been there with a TV ariel - forgot to plug in the cable?
As you have figured, I took the thing out of the box and mounted it on the wall. What I should have done was take the batteries out, charge them up and then suss out how it worked.
In fact it worked fine, but I had to wait three days while it did nothing, until the batteries had charged up, during which time I thought it might not be working.
Once I could get it to go, I had to keep scooting up and down the ladder to adjust the angle of the sensor to try to get the best response to my presence on the footpath below it.
